Although the disclosures regarding litigation contingencies show a strong air of arrogance and a &quot;head in the sand&quot; attitude, at least there is some mention of the fact that there is litigation exposure.  No such elaborate disclosures are found in the US version of the annual report for these firms.  And yet the legislators and regulators continue to entertain their cries of &quot;poor poor pitiful me&quot; and consider liability capping schemes rather than harder lines on quality ethics and independence as well as stronger sanctions when an individual or firm screws up.</description>
